Developement Officer for City of Las Vegas

Adrina has a 14‐year history creating public‐private partnerships through the facilitation of real 
estate acquisitions, dispositions and development. She plans, initiates and manages redevelopment 
projects for the city of Las Vegas to create jobs, stimulate commerce and diversify the tax base. Her 
experience spans a variety of real estate types including retail, multifamily, office, agricultural and 
industrial. 
As a woman, a millennial and a bilingual Latina, Adrina stands out in the real estate industry. She served 
as lead negotiator and project manager for the 300 Million Dollar Smith Center for the Performing Arts 
project; she authored and championed the first city employment plan to create equal opportunities for 
local business in the construction bidding process; and leveraged private capital to redevelop a blighted 
shopping center for the residents of West Las Vegas.  
Her professional background also includes Federal legislative experience in Washington, DC. She served 
as a registered lobbyist for the city during the 78
th 
(2015) Nevada legislative session in which she 
covered the Education, Judiciary, and Natural Resources committees. 
Ramos‐King earned a Master’s Degree in Public Administration from The University of Nevada, Las Vegas 
and a Bachelors Degree in Political Science from Trinity University in Washington, DC. She is an inaugural 
graduate of the Leadership Nevada Program and an active member of the Urban Land Institute. She 
recently completed a term as President of the Southern Nevada Chapter of the American Society for 
Public Administration in 2016.  
She has served on the executive board of directors for the Boys and Girls Club, a Chamber of Commerce, 
and has held various leadership positions within Rotary Club. Together with her husband Duane, they 
are raising two beautiful children. Adrina enjoys recreating recipes from The Food Network and cheering 
for the Los Angeles Dodgers.

Greg Blackburn
Assistant City Manager for City of Henderson

Gregory W. Blackburn joined the City of Henderson as Assistant City Manager in April 2016. In this role he manages the following departments: Public Works and Parks and Recreation, Economic Development and Tourism and Community Development and Services.

Gregory previously worked for the City of North Las Vegas starting in 2009 as the Building Official/Deputy Director of Public Works and was then promoted to Director of the Community Development and Compliance Department, where he served through March 2016. In that role, he oversaw the Building Safety Division, Business License Division, Code Enforcement Division, Fire Prevention Division, Planning and Zoning Division and the Permit Application Center. From 1993 until 2009, Gregory worked for the City of Henderson, where he last served as Manager of Inspection Services. He is a graduate of Basic High School in Henderson and holds a Masters in Business Administration and Public Administration (MBA/PA) from the University of Phoenix.

Gregory has extensive experience in the construction industry and has been involved with regional and national development codes for nearly two decades. He holds 13 professional certificates from the International Code Council including Certified Building Official and has been an instructor for code related classes for more than 15 years. In addition, Gregory served as a past president of the Southern Nevada Chapter of the International Code Council.

Since 2000, Gregory has served as Chairman of the Southern Nevada Child Drowning Prevention Coalition which educates the community about ways to increase safety around residential pools and other bodies of water as a means to safeguard children against accidental drownings. In his spare time, he also enjoys outdoor activities such as biking and hiking in Southern Nevada, where he has lived for more than 50 years.
